Prominent research universities across the United States are accepting 15% fewer candidates into their PhD programs for the 2026 academic year in comparison to the last year, according to a report by the Association of American Universities (AAU). This phenomenon is linked to measures initiated by the Trump administration.<\/p>\n
The AAU, which includes 71 leading research universities, including two located in Canada, formulated its conclusions based on data from the Association of American Universities Data Exchange (AAUDE), which surveyed 55 member institutions. The study revealed not only a drop in PhD admissions but also a 21% decline in international candidates for doctoral programs when compared to the previous academic year. Conversely, there was a slight 3% rise in PhD applications from domestic students during the same period.<\/p>\n
The partnership between the AAU and AAUDE, which operates independently of the AAU, aimed to offer early insights into the 2026 PhD cohort through a comprehensive analysis of application and admissions data. This was part of an ad hoc initiative that lacks comparable data from previous years before the 2025 admissions cycle.<\/p>\n
The decrease in graduate admissions is directly correlated with financial uncertainties arising from diminishing and unpredictable federal research funding, as indicated by Emily Miller, AAU\u2019s Vice President for Research and Institutional Policy, along with Tobin Smith, the organization\u2019s Senior Vice President for Government Relations and Public Policy.<\/p>\n
The Trump administration has proposed significant budget reductions twice to essential US government research agencies, such as the National Science Foundation (NSF) and the National Institutes of Health. Although Congress averted these cuts for the 2026 fiscal year, the research community is pushing for similar measures for the 2027 budget, suggesting potential analogous cuts.<\/p>\n
Furthermore, additional requirements placed on federal research grant proposals during Trump\u2019s second term have delayed funding decisions and created uncertainty regarding whether particular research projects will secure federal backing. This scenario has led universities to exercise greater caution in accepting new doctoral students in STEM fields due to their dependence on research grants.<\/p>\n
In addition, recent modifications in US immigration policy have played a role in the declining interest of international students in pursuing doctoral education in the United States. International students feel less welcomed, and universities outside the US are actively working to lure STEM talent away from the country.<\/p>\n
This shift may have reduced the appeal of US doctoral programs to international candidates. For example, a researcher at one AAU institution had to let go of nearly a dozen undergraduate research assistants and terminate other full-time researchers and postdoctoral scholars due to decreased funding from pending NSF grants.<\/p>\n
Miller and Smith underline the danger of losing a generation of scientific talent as PhD admissions continue to drop.
