The bulk of this comes from Britain, Norway, and Italy. Notifiable waste encompasses a wide legal classification that includes household garbage, construction waste, timber, and hazardous materials, so not every tonne finds its way to incineration, although a significant amount does.<\/p>\n<p>None of it is purchased. Sweden levies a fee for the service.<\/p>\n<p>A heating system that expanded beyond its borders<\/p>\n<p>Most of this is attributed to district heating. Rather than each building operating its own boiler, a single large facility heats water and distributes it through insulated pipes throughout an entire neighborhood, eventually bringing warmth to a radiator in a flat in Malm\u00f6, several kilometers away from its original location. Sweden invested decades in laying this infrastructure and then fueled the plants with waste because burning household refuse produces heat, whether it was intended or not.<\/p>\n<p>Then the Swedes became remarkably proficient at separating waste.<\/p>\n<p>Recycling rates increased, landfill usage dropped to nearly zero, and the incinerators were left with excess capacity. Current capacity exceeds the amount generated by the country, as highlighted by the Nordic Council of Ministers in its evaluation of incineration practices throughout the region. That report estimates the influx of imported fuel for dedicated incinerators at 1.4 to 1.6 million tonnes annually, a more specific measure than the overall import figure, which includes materials destined for alternative treatment options.<\/p>\n<p>No one will reveal the current price<\/p>\n<p>What profit does a Swedish facility actually generate on a tonne of foreign waste? The most reliable public figure is over ten years old. In 2015, the public broadcaster SVT estimated the margin on imported waste to be around 373 kronor per tonne, based on various industry sources to gauge the figure from 2013. That year, heating plants collectively processed 2.14 million tonnes, valued at just over 798 million kronor.<\/p>\n<p>Operators consider their present gate fees to be commercially sensitive information. Avfall Sverige, the sector&#8217;s trade organization, confirmed this when Snopes investigated the matter in late 2025: the rate remains a trade secret. If the previous estimate is adjusted for more recent volumes, the sector likely generates over a billion kronor annually, an assumption based on a single journalist&#8217;s decade-old figure.<\/p>\n<p>Dual payments for a single shipment<\/p>\n<p>A facility charges a fee to accept imported waste, incinerates it, and then sells the resultant heat and electricity to Swedish residents. Nationally, energy recovery provides heating for roughly 1,470,000 households and electricity for another 940,000, according to the industry association Energif\u00f6retagen. Avfall Sverige estimates the recovery rate at around 3 MWh per tonne, the highest in Europe by the association&#8217;s own tally.<\/p>\n<p>Dependency is not the motivating factor here. Avfall Sverige has consistently stated that the plants could transition to biofuel if the import flow ceased, positioning importation as a commercial choice regarding spare capacity.<\/p>\n<p>For councils in Manchester or Bergen, the calculations are straightforward and conclusive. Once landfill tax, permits, and the costs of constructing one&#8217;s own facility are factored in, loading the bales onto a vessel headed for Sweden becomes the more economical option. Europe continues to landfill over 100 million tonnes of waste each year, a figure provided to SVT by the operator of the Link\u00f6ping plant, which showcased a new incinerator primarily designed for foreign feedstock.<\/p>\n<p>What critics consistently assert<\/p>\n<p>The Swedish environmental group Naturskyddsf\u00f6reningen has contended for years that an inexpensive disposal option abroad alleviates pressure on exporting nations to enhance recycling capabilities at home, and its magazine Sveriges Natur has expressed worries about dioxins and furans from an increasing fleet of incinerators. EU waste policies prioritize recycling over energy recovery for similar reasons. Incinerating a plastic tray generates a few kilowatt hours of heat. Recycling it recaptures the plastic.<\/p>\n<p>Proponents of the trade highlight that the alternative is often a landfill in some part of Europe leaking methane for the following thirty years, which is a low standard that incinerators surpass with ease.<\/p>\n<p>Stockholm attempted a tax and abandoned it<\/p>\n<p>An incineration tax was implemented in April 2020, reaching 125 kronor per tonne by the end of 2022, with the expressed goal of encouraging movement up the waste hierarchy towards recycling.<\/p>\n<p>It lasted for two and a half years.<\/p>\n<p>Parliament repealed it effective 1 January 2023, as Skatteverket informed operators. A finance ministry memo released by the Swedish government outlined the reasoning: Russia\u2019s invasion of Ukraine had disrupted the European electricity market, and heating companies had already begun adjusting their investment strategies downward. Evaluations of the tax found it imposed additional costs and bureaucracy without significantly diverting material into recycling.<\/p>\n<p>This leaves the trade operational and subtly evolving.
