This verdict, revealed on October 13th, signifies the revival of prospects for Hungarian scholars and researchers, who can now once more engage in the Horizon Europe research program and Erasmus+ student exchanges.

European Commission president Ursula von der Leyen has pointed to this advancement as a constructive step forward, mentioning the European Council’s endorsement of the proposal as a fresh start. Previously, Hungary’s academic independence has encountered difficulties under the prolonged administration of Orbán’s Fidesz party. Nevertheless, a surge of hope has emerged following Orbán’s electoral loss to Péter Magyar’s Tisza party earlier this year.

In a recent initiative, the European Commission proposed that the European Council lift the protective measures from 2022 against Hungary, based on the enhancements made by the nation in tackling rule of law breaches affecting the EU budget. This alteration allows Hungarian students to start studying abroad again under the Erasmus+ program and provides researchers with access to EU research funds.

Hungary’s Prime Minister Magyar expressed contentment regarding this event, highlighting the renewed educational and research opportunities for Hungarian citizens. At the same time, the centrist European Democratic Party emphasized the favorable effects of strengthening rule of law and European cooperation for Hungary and the wider European community.

Tisza MEP Viktor Weisz was praised for the EU’s decision, demonstrating the positive repercussions of Hungary’s political reforms on regaining access to EU advantages. He stressed that Erasmus Plus is a fundamental right for European education and exploration.

On the other hand, Balázs Orbán, a former political director under Viktor Orbán, shared a critical view. He raised concerns about the frequency of announcements regarding the release of funds and criticized the conditions linked to the EU’s financial disbursement, implying that they contribute to an augmented liberal authoritarian influence in Hungary.

This verdict is a crucial turning point for Hungary, enhancing educational and scientific opportunities while mirroring wider political trends within the EU framework.

The European Union has reached a major verdict to allocate €4.2 billion (£3.5 billion) in EU aid to Hungary, funds that had been on hold for nearly four years due to corruption claims associated with the previous Prime Minister Viktor Orbán.
