An explosion at a pyrotechnics manufacturing facility in Liuyang resulted in the deaths of 26 individuals and left more than 60 others injured on 4 May. According to local news sources, five rescue teams, comprising a total of 482 personnel, responded to the incident; however, their search and rescue operations were obstructed by the re-ignition of stored gunpowder and additional explosions involving finished and semi-finished firework products present at the site. The facility’s walls, pillars, and roof had predominantly collapsed, trapping individuals and impeding access.
In response to the incident, President Xi Jinping mandated an enhancement in risk assessment and danger management in critical industries. Operations at all other firework factories in Liuyang were halted while further safety evaluations were carried out. The town serves as a significant pyrotechnics manufacturing hub for China, representing approximately 60% of the domestic market and around 70% of its exports.
This event occurred merely days after China’s inaugural comprehensive chemical safety management legislation took effect on 1 May.
